Well, first, you'd have to measure your front and back waist and the distance from top to waist of the panties, and "connect" the top pieces with the bottom pieces. The width of the suit has to be narrower than your measurements (for about 2-3 cm in front and back) because Lycra is very stretchy. You'll have to cut the waist if bottom pieces a bit narrower since there won't be any elastic. One-piece bathing suit also won't have closure on the back so you have to make the top back part a bit narrower (you'll cut it on fold) and sew the elastic all the way around the top of the top part. Also you'd have to support your breast somehow - e.g. sewing the elastic to the lining of the lower edge of the top pieces or sewing in the bra bones. I haven't done this yet, so I recommend you to make a test garment first - to check for fit, ... I'll be here to help if you have any questions. That was nearly 5 years ago. I think she may like this as a tankini so I'm gonna try it. I don't think adding a skirt to the top will be very hard. As for me, I just haven't found a modest pattern for a slightly overweight short person such as myself. I like to do lap swimming but most patterns are too low in the front or back. I'd love to sew some coverups too. The only thing that's questionable is how it will support larger cups. I have 70/32C cup and it's fine for me, but for larger cups I'd recommend using additional support - underwire + power net around the cups of the front + lining only for the inside of the cups. Also, I'd make the neck straps wider and instead of tieing them around the neck, I'd attach them to the back of the top. You can even use rings and slides to make it look more professional.
